Will Preschool Special Education cost my family anything?

There is no direct cost to the family for Preschool Special Education services.

Reimbursement for services is sought from third party payers (insurance companies), but by law cannot affect the family’s insurance lifetime cap or any deductions.

For children who are uninsured or underinsured the services are direct costs for Seneca County.

The Preschool Special Education Program is a Federal and State entitlement program that provides appropriate therapeutic and education services for children ages three to five. The Preschool Special Education Program is a partnership between Seneca County Health Department and the local school districts.

Eligibility Criteria

Eligibility is determined by a multidisciplinary evaluation and services are based upon the child’s individual needs and recommendations from their school districts Committee on Preschool Special Education.

The Health Department’s primary responsibilities for Preschool Special Education include:

  • Holding a seat at the Committee on Preschool Special Education meetings
  • Coordination of transportation services
  • Holding contracts with providers
  • Payer of services
